Albert Y. Liu, PhD, is a Principal Research Associate for Education Studies with extensive experience studying secondary and postsecondary education and workforce development programs. An economist and statistician with expertise in designing program evaluations, he effectively communicates analyses to policymakers and program implementers and participants. He has supported studies for ED’s National Center for Education Evaluation and Regional Assistance (NCEE), the DOL’s Chief Evaluation Office, postsecondary institutions, and foundations.
Liu is the Principal Investigator of an evaluation of the Washington State Passport to Careers program, supporting foster youth and unaccompanied homeless youth. He is Project Director of an NSF project examining federal grants to postsecondary researchers studying climate change and equity. Liu also supports a regression discontinuity design evaluation of English Learner programs and directs an NCEE project to disseminate data from the Common Core of Data, Local Education Agency Finance Survey, Civil Rights Data Center, and Student Longitudinal Data Systems.
